TITLE: Boarding and Crowding: A Complicated and Stubborn Quality Issue

- Recognize why hospital-wide operation issues lead to crowding.
- Identify strategies that have been found to help with crowding.
- State how the U.S. system for paying for healthcare creates incentives that contribute to boarding and crowding.
